Viral Fees at Jatiluwih and Ubud: What Should Tourists Do?

The management of Jatiluwih rice terraces said on 30 October 2026 that people only driving through are not charged, but anyone who stops inside the area, even just to eat or drink, must buy a ticket. The same day, a banner in Penestanan, Ubud, listing Rp10,000 parking and a Rp5,000 "drop-off" fee went viral, and it turned out to be based on a customary village rule. So there is no need to panic at a checkpost or banner, but it helps to know which fees are official and what proof to expect.

What happened at Jatiluwih?

According to detikBali (30 October 2026), Tabanan regional council chair I Nyoman Arnawa asked the site to review its checks at the entrance post after repeated viral complaints from residents who were only passing through. Jatiluwih manager I Ketut Purna replied that staff ask every vehicle where it is heading because the access road is a public road and the ticket booth sits on it. He apologised and said he was ready to meet the council.

For foreign visitors the price has not changed: Rp75,000 per adult and Rp50,000 per child since 1 April 2025 (detikBali, 26 September 2025), plus parking. Visit details are in our Jatiluwih article. A case on 20 September 2026, when a motorcyclist was told to turn around, shows the logic: if you are only passing, staff may point you to another road; if you stop to enjoy the terraces, you pay.

What about the parking banner in Penestanan, Ubud?

A yellow banner in Gang Drupadi, better known as the Gajah Biru lane off Jalan Penestanan in Sayan village, lists Rp10,000 parking and Rp5,000 for dropping off passengers. The customary head of Banjar Penestanan Kelod, Wayan Darmika, told detikBali (30 October 2026) that the land belongs to the village temple and the fees have been set by a customary regulation (pararem) since 2022: Rp10,000 for cars and building-material trucks, Rp5,000 for cars dropping off guests, Rp25,000 for overnight parking, motorbikes free. So a driver taking you to a villa in that lane may pay Rp5,000. It is fair to reimburse, and it is not a scam.

The same pattern in Kintamani

In March 2026 a video of tourists asked for Rp25,000 each on Jalan Raya Penelokan also went viral. The head of the Bangli tourism office told detikBali (24 March 2026) that the road has been a fee point since 1993, now governed by Regional Regulation No. 5 of 2023: foreigners Rp50,000, domestic visitors Rp25,000, Bali ID holders Rp10,000, collected 08.00-17.00. Residents passing to another regency or going to pray are exempt. Bangli has five paid attractions: Kintamani, Penglipuran, Penulisan, Trunyan and Pura Kehen.

What should tourists do?

  • Ask for a ticket. Official regency or village fees almost always come with a printed ticket or receipt. If there is none, politely ask what rule it is based on.
  • Compare with published prices. Attraction tickets by regency are in our Bali entrance fees 2026 list, general parking rates in the Bali parking fees article.
  • Be honest about your plans. At Jatiluwih or Penelokan, stopping for photos, food or coffee counts as a visit.
  • Carry small notes. Village booths are often cash only, and change for large notes can be a problem.
  • If it feels like extortion (stopped by people with no uniform, no ticket, a changing amount, or threats), do not argue. Note the place and time, photograph the banner if it is safe, and report it to the police on 110 or to the regency tourism office.

One thing people often mix up: Bali's Rp150,000 tourist levy (paid through the official Love Bali site) is separate from all the tickets above and does not replace them. How to pay it is in our tourist levy article, and other rules are on the Bali rules page. All sources checked 30 October 2026.

If you plan to stay near the Tabanan rice fields or in Ubud, an AccessiaPass hotel voucher can cut the room cost so these small entrance fees stay within budget.

FAQ

Does the Jatiluwih ticket include the Rp150,000 tourist levy?

No. The provincial levy is paid once per arrival; Jatiluwih, Kintamani or Penglipuran tickets are paid at each site.

I am driving through Jatiluwih to Batukaru without stopping. Do I pay?

According to the management, no. Tell the staff at the post where you are going. If you later stop to eat or take photos inside the area, the ticket applies.

Does the Rp5,000 drop-off fee in Penestanan apply to motorbikes or Grab bikes?

No. According to the customary head, motorbikes are free; the Rp5,000 applies to cars dropping off guests on that parking lot.
