You don't need a visa to transit internationally through Bali's I Gusti Ngurah Rai Airport if you hold one ticket (a single booking reference) and your checked bags are tagged through to your final destination, because you never pass through immigration. The moment you have to clear immigration, for example because of separate tickets, collecting bags, leaving the airport or connecting to a domestic flight, you are entering Indonesia and need a visa, an e-VOA or visa-free eligibility. Rules below were checked in October 2026 against the immigration and airport operator websites.
Before you fly: seven common mistakes
1. "Transit is always visa-free"
It is only visa-free as long as you stay in the transit area and do not pass an immigration counter. In practice that needs two things: all flights on one booking (or airlines with an interline agreement), and checked bags tagged to your final stop. Look at your bag tag at check-in at your origin airport: it should show your final destination code, not DPS.
Tickets bought separately, such as two low-cost carrier tickets, are a self-transfer. The second airline won't take bags from the first, so you have to clear immigration, collect your suitcase and check in again. That counts as formally entering Indonesia.
2. "Flying on to Lombok or Labuan Bajo is just a transit"
It isn't. Flights from Bali to Lombok, Labuan Bajo, Jakarta or any other Indonesian city are domestic, which makes Bali your port of entry. Immigration, customs and quarantine happen in Bali, and you must meet entry requirements there.
Something changed on 17 August 2026: a transfer bridge between the international and domestic terminals opened. It has immigration, customs, quarantine and security counters, so eligible passengers no longer have to leave the terminal and re-enter. According to airport general manager Nugroho Jati (quoted by Bloomberg Technoz), it initially serves Garuda Indonesia passengers holding a through boarding pass, bags are moved by ground handling, and transfer time falls from about 90 minutes to about 15. More airlines are to be added gradually. If your ticket doesn't qualify, you still exit at the international terminal, collect your bags and check in again at the domestic terminal.
3. "Everyone can get a visa on arrival"
The e-VOA is only for nationalities on the Directorate General of Immigration's official list. It costs Rp500,000, allows a 30-day stay and can be extended once for another 30 days. Apply at evisa.imigrasi.go.id before you fly, or pay at the VOA counter on arrival. Requirements, steps and extensions are covered in our Bali e-VOA 2026 article.
If your nationality isn't on the VOA list and you need to clear immigration in Bali, you must get a visa in advance through evisa.imigrasi.go.id. Airlines can refuse boarding if your documents don't match.
4. "An ASEAN passport means I need nothing"
Citizens of ASEAN member states such as Singapore, Malaysia, Thailand, the Philippines and Vietnam get visa-free entry for up to 30 days. This exemption cannot be extended. If you plan a longer trip, say a stop in Bali followed by two weeks in Flores, count your total days in Indonesia, not just in Bali.
5. "I have 10 hours, I'll pop out to the beach"
Leaving the airport means a full entry: a visa or e-VOA, a passport valid for at least six months, an arrival declaration and the foreign tourist levy. There is no special "quick exit" permit for transit passengers. Leaving on a long layover is perfectly legal, but prepare your documents like any tourist and allow time for the immigration queue and checking in again.
If your layover runs overnight and you decide to go landside, an AccessiaPass hotel voucher in Tuban or Jimbaran is an inexpensive way to sleep near the runway; we compare the options in our article on transit hotels near the airport.
6. "The Rp150,000 levy applies to transit passengers too"
Bali's foreign tourist levy (Rp150,000, set by Bali provincial regulation) is paid when foreign tourists enter Bali, through the Love Bali portal or app. Passengers who stay in the transit area never pass the arrival gates. The official exemption list (diplomatic visas, aircrew, KITAS/KITAP holders, student visas and a few others) does not mention transit passengers who clear immigration to continue to another island, so if you go through immigration in Bali, assume the levy applies and check the FAQ at lovebali.baliprov.go.id.
7. "I'll fill in the arrival declaration later"
Passengers entering Indonesia complete the electronic All Indonesia arrival declaration (immigration, customs and health in one form), and it is also checked on the transfer bridge. Fill it in before landing so you aren't held up at the counter. Passengers who stay in the international transit area skip this check.
Practical steps and official sources
- Make sure all flights share one booking reference, then ask the airline: "Will my bags be checked through to my final destination?"
- Check whether you need a visa, e-VOA or visa-free entry at evisa.imigrasi.go.id (the official immigration site).
- For a domestic connection, ask at check-in whether your ticket can use the transfer bridge; official airport information is at ngurahrai.injourneyairports.id (bali-airport.com now redirects there).
- Be ready to pay the levy at lovebali.baliprov.go.id if you clear immigration.
- Your passport must be valid for at least six months from arrival.
- Terminal layout, lounges and autogates are covered in our Ngurah Rai airport 2026 article.
- Airport location: View on Google Maps.
The single most useful question for the check-in agent at your departure airport: "Do I need to clear immigration in Denpasar?" The answer decides every other document.
