How Much Alcohol Can You Bring Into Bali? 2026 Rules

One litre per adult passenger. That is the amount of alcohol you can bring into Bali from abroad free of excise, under Finance Minister Regulation (PMK) No. 34 of 2025, in force since 6 June 2025 and amending PMK 203/2017. The technical limits are set in PMK 82/2024. Every figure below was checked in September 2026 against Indonesian Customs (Bea Cukai), the Finance Ministry legal database and statements by customs officials in the press.

How many cigarettes, cigars or vapes can I bring?

An adult passenger may bring one of the following excise-free:

• 200 cigarettes, or
• 25 cigars, or
• 100 grams of loose tobacco or other tobacco products.

E-cigarettes have their own limits: 140 sticks or 40 capsules for solid (heated tobacco) products, 30 ml of open-system liquid and 12 ml of closed-system (pod) liquid. If you carry a mix, say cigarettes and cigars, customs applies the allowance proportionally, so you cannot take the full amount of each.

Does the one litre include wine and beer?

Yes. It covers every drink containing ethyl alcohol: wine, beer, sake, spirits. Two 750 ml bottles of wine already make 1.5 litres, which is over the limit. Drinks bought at the duty-free shop of your departure airport count too, because the limit applies to everything you carry in, not to where you bought it.

What happens if I bring more?

The excess is destroyed on the spot by customs officers, with or without you present. Budi Prasetiyo, head of communications at the Directorate General of Customs and Excise, told detikFinance in April 2026 that excess tobacco and alcohol cannot be released by paying the excise. There is no "pay and keep it" option. Arrive with three bottles and expect to lose two.

Can a family pool its allowance?

The allowance belongs to each adult passenger. Two adults get 1 litre and 200 cigarettes each, not 2 litres packed in one person's suitcase. Children get no alcohol or tobacco allowance. The limits are national, so they are the same whether you land at Ngurah Rai, arrive at Benoa Harbour on a cruise ship or enter via Jakarta first. Vapes themselves are legal in Indonesia and carry excise; only the quantity is limited.

How much can my personal goods be worth duty-free?

USD 500 per person per arrival. Above that, the difference is charged 10% import duty plus VAT. PMK 34/2025 also scrapped income tax (PPh) on passengers' personal goods. A worked example used by tax consultants: a USD 1,000 gadget pays 10% duty on the USD 500 excess, which is USD 50, plus VAT on that value. Clearly used personal items such as the clothes and camera you brought from home are not what this calculation targets.

When do I have to declare cash?

When you carry IDR 100 million or more, or the equivalent in foreign currency (roughly USD 6,000 depending on the rate), including cheques and traveller's cheques. The legal basis is PMK 157/2017 as amended by PMK 100/2018. Carrying that much is not banned; failing to report it is. The penalty is 10% of the total amount, capped at IDR 300 million. The same rule applies when you leave Indonesia.

Where do I fill in the declaration?

Since 1 October 2025 the old customs e-CD has been folded into All Indonesia (allindonesia.imigrasi.go.id or the app), a single arrival card covering immigration, customs and health. You can submit it up to three days before arrival and it generates a QR code that is scanned at the airport. One habit that saves a lot of passengers grief: before you buy anything at a transit duty-free, count what is already in your bag. The 1 litre and 200 cigarette limits apply to your total, and anything over is destroyed in Bali with no refund.
