Can You Smoke or Vape in Bali? 2026 No-Smoking Rules

Yes, but not everywhere. Bali Provincial Regulation (Perda) No. 10 of 2011 on No-Smoking Areas (KTR) designates hotels, restaurants, tourist attractions, entertainment venues, markets, terminals, ports, airports, places of worship, health facilities, schools, children's play areas and public transport, including tourist transport, as smoke-free. Criminal penalties have applied since 1 June 2012. The rules below were checked in September 2026 against the regulation text in the provincial legal database and Government Regulation (PP) 28/2024.

Six things visitors most often get wrong before they arrive:

1. "I can smoke anywhere in my hotel or a restaurant"

No. Hotels and restaurants are public places under Article 9. Managers may provide a smoking area, but Article 11 requires it to be open or directly connected to outside air, separate from the main building and away from entrances and walkways. A table inside an air-conditioned room does not qualify. On your own room terrace or private villa, the property's rules apply; many hotels list a cleaning fee for smoke-free rooms, so ask at check-in.

2. "Vaping isn't smoking, so different rules apply"

Since PP 28/2024 on Health, e-cigarettes are treated the same as tobacco products for smoke-free areas. Where smoking is banned, vaping is banned too. Vaping itself is legal in Indonesia and taxed, and liquids are sold in vape shops in Kuta, Seminyak and Canggu.

3. "The fines are just for show"

The provincial regulation sets up to 3 months' detention or a fine (the official text in the legal database gives the fine as IDR 50,000). Denpasar city has its own regulation, No. 7 of 2013, with up to 3 months' detention or a fine of up to IDR 50 million, and Badung regency (Kuta, Seminyak, Canggu, Nusa Dua) regulates smoke-free areas through Regulation No. 8 of 2013. Enforcement is by the civil service police, Satpol PP. Denpasar city government has reported dozens of smokers taken to summary trials and fined around IDR 100,000-120,000 each. Venue managers who let guests smoke can be charged as well.

4. "At a temple I just need to stay away from the main shrine"

The whole of a place of worship is smoke-free, including the outer grounds of temples that double as tourist sites such as Uluwatu or Tanah Lot, which also count as tourist attractions. Locals also see smoking at a temple as disrespectful, whether or not a guard is watching. Other etiquette is covered in our temple visiting rules.

5. "I can pack my vape in checked luggage"

Don't. The IATA dangerous goods rules followed by airlines in Indonesia require e-cigarettes and spare batteries to travel in the cabin, not in checked bags, and ban using or charging them on board. I Gusti Ngurah Rai Airport is also smoke-free; smoke only in the marked smoking rooms. When bringing a vape in from abroad, the excise-free limit is 30 ml of open-system liquid or 12 ml of closed-system liquid per adult (PMK 34/2025 with PMK 82/2024). The full airport process is in our Ngurah Rai Airport guide.

6. "I can buy single cigarettes at any warung"

PP 28/2024 raised the minimum age for buying cigarettes and e-cigarettes from 18 to 21, banned selling cigarettes by the stick and banned sales within 200 metres of schools and children's play areas. Travellers aged 18-20 are legally not allowed to buy, even if in practice not every shop asks for ID.

So where can I smoke?

In smoking areas provided by the venue (usually marked with a sign or a standing ashtray), in open spaces that are not smoke-free zones, and on private property according to the owner's rules. Beaches are not named specifically in the provincial regulation, but beaches managed as paid tourist attractions fall under tourist sites, and many beach clubs set their own zones. Carry a pocket ashtray: cigarette butts are part of the litter Bali is fighting under its Clean Bali waste movement, and the other general visitor rules are in rules for tourists in Bali 2026.

When in doubt, look for the sign at the entrance or ask staff. Article 12 obliges managers to post "No Smoking Area" signs, so a place without one is not automatically a place where you may light up.
