For most tourists, no. Google, WhatsApp, Telegram, Instagram and map apps work normally on Indonesian networks without a VPN, because the blocks mainly target online gambling and pornography. Russian travellers are more likely to need a VPN for the opposite reason: reaching Russian banking apps and government services that refuse connections from abroad.
Which sites are blocked in Indonesia?
Blocking is done by the Ministry of Communication and Digital Affairs (Komdigi, formerly Kominfo). The main targets are online gambling and pornography; ANTARA reports millions of gambling sites blocked since October 2024. Some large services have been caught up too:
- Reddit: blocked from 2015 and restored in July 2026. ANTARA (3 July 2026) quoted Komdigi's director general of digital space monitoring, Alexander Sabar, saying access returned after Reddit geoblocked gambling and porn content for Indonesian users, on condition it registers as a private electronic system operator.
- Vimeo: blocked since May 2014 over pornographic content (detikINET, 2014). We found no official announcement lifting the block as of 26 October 2026, so have a backup if you need Vimeo for work.
- Betting and online casino sites: blocked. Using a VPN does not make gambling legal in Indonesia.
Blocks apply on Indonesian operator networks, including local SIMs and hotel Wi-Fi. On an eSIM or roaming plan from a foreign operator, results can differ because data is sometimes routed through servers in the home country.
Is using a VPN legal for tourists?
No rule bans individuals from using a VPN in Indonesia. An expert quoted by Hukumonline said VPNs are not yet regulated and so cannot simply be prohibited. What has happened is pressure on providers: in July 2024 Kominfo announced limits on free VPNs used for online gambling, and an August 2025 report said the government was preparing VPN rules aimed at gambling. As of 26 October 2026 we found no regulation penalising VPN users. In short, a VPN is allowed, but what you access is still subject to Indonesian law, including the Electronic Information and Transactions Law (UU ITE) and the gambling ban.
Which Russian banks and apps cause trouble from Bali?
The problem sits on the Russian side. Since late March 2026 Russia's Digital Development Ministry has told major platforms to restrict VPN users, threatening removal from "white lists" (Meduza, 16 April 2026). The effects:
- Gosuslugi: shows a "disable your VPN" message to users in Russia. Meduza wrote that users abroad could still open the site with a VPN, while Kommersant (quoted by www1.ru, 20 April 2026) reported Russian tourists in Turkey, Egypt, Thailand and Vietnam failing to log in on local Wi-Fi and mobile networks. The two reports do not fully agree, so results may vary by day and network.
- SberBank Online and T-Bank (formerly Tinkoff): complaints that the apps would not open abroad date back to October 2022 (Izvestia, Meduza), when a VPN with a Russian IP address was what worked. April 2026 reports said banking apps, Yandex and VK stopped working with a VPN switched on.
- Russian marketplaces and ticket sites: listed among services tourists abroad could not reach in the same reports.
According to Kommersant, the most reliable option is a Russian SIM with roaming switched on, though it is expensive; a VPN with a Russian IP helps only partly. Novaya Gazeta Europe (18 December 2025) also reported Gosuslugi accounts locked for 72 hours after a "suspicious login attempt", with recovery possibly requiring a digital ID in the Max app or a visit to an MFC office, neither of which you can do from Bali.
What should you set up before flying?
- Log in to your banking apps and Gosuslugi while still in Russia, update the apps, and make sure SMS codes reach your Russian number with roaming active.
- Do not retry logins over and over from a foreign IP. One failure is better than a 72-hour lockout.
- Have a way to pay that does not depend on Russian apps; see Mir, UnionPay and JCB cards in Bali.
- For data, compare options in SIM cards and eSIMs for tourists in Bali. If you put a local SIM in a phone bought abroad, also check the IMEI registration rules.
Is hotel and café Wi-Fi safe?
Open Wi-Fi in hotels, cafés and airports is shared by many people, so unencrypted traffic can be snooped on. This is where a trustworthy VPN earns its keep. Other steps: check that sites use HTTPS, open banking apps on mobile data when you can, turn off auto-join for open networks, and watch for fake networks named like your hotel. Avoid free VPNs with unclear owners; beyond privacy concerns, some have been restricted by the government for links to gambling.
