Can Foreign Tourists Buy Their Own Motorbike or Car in Bali?

Foreign tourists can buy a motorbike or car in Bali, but only KITAS or KITAP holders can register it in their own name. If you entered on an e-VOA, a visit visa or visa-free, the vehicle you pay for will be registered to someone else, and legally that person owns it.

This answer is based on Indonesian Police Regulation (Perpol) No. 7 of 2021 on motor vehicle registration, a statement from the National Traffic Police (Korlantas) quoted by CNN Indonesia on 10 September 2026, and Bali Provincial Regulation No. 1 of 2024 on regional taxes. All checked 25 October 2026.

What does a foreigner need to register a vehicle?

Article 10(6) of Perpol 7/2021 lists the identity proof for individual owners: a KTP for Indonesians and for foreigners with a permanent stay permit (KITAP), or a residence certificate (SKTT) plus a limited stay permit card (KITAS) for foreigners on a limited stay permit. A passport with an e-VOA or visa-free stamp is not on that list.

The process produces two documents with different jobs. The BPKB is proof of ownership (Article 16) and records the owner's ID or stay permit number. The STNK (Article 43) only shows the vehicle may legally be driven. If a seller offers you the STNK without the BPKB, treat it as a red flag.

I have a KITAS. What do I need to do?

  • Documents: passport, KITAS (for example from the E33G remote worker visa, an investor or a retirement permit), an SKTT from the civil registry office (Disdukcapil) of the regency where you live, the invoice or receipt, and a physical check of the chassis and engine numbers at Samsat.
  • Costs for a new vehicle: Bali Regulation 1/2024 sets the transfer fee (BBNKB) at 12% and annual vehicle tax (PKB) at 1.055% for private vehicles up to 200cc (1.2% above 200cc). Since 5 January 2025 a regency surcharge (opsen) applies, so the figure on your tax notice may differ slightly.
  • Ongoing duties: pay tax and validate the STNK every year, replace the STNK and plates every five years.
  • When your KITAS ends: the BPKB and STNK are tied to your stay permit. If you leave for good, sell the vehicle and transfer the title before you fly out.

What are the risks of registering in a local's name?

It is common among long-stay foreigners, but every risk sits with you:

  • You do not hold title. The registered owner can sell it, pawn it or take it back. A receipt between the two of you carries little weight against a BPKB.
  • Electronic tickets go to the registered owner. Article 87 of Perpol 7/2021 allows police to block STNK data to enforce traffic violations, so an unpaid fine can freeze the renewal.
  • Renewal needs the owner's ID card. Article 61 of Perpol 7/2021 generally requires the owner's original KTP to validate the STNK. Korlantas granted a 2026-only relaxation for used vehicles not yet transferred, and according to CNN Indonesia it ends from 2027.
  • If the owner moves away, dies or falls out with you, the vehicle can get stuck with them.

What happens at a police check or after a crash?

Police check your licence (SIM) and STNK, not whether the name on the STNK matches the rider. Rental bikes are registered to the rental owner too. Trouble starts when papers are missing: Law 22/2009 sets a maximum fine of Rp1 million for riding without a licence (Article 281) and Rp500,000 without a valid STNK (Article 288(1)). Check first whether your international driving permit is valid in Indonesia.

After a crash the vehicle may be held as evidence and the registered owner called in. If that owner is not you, getting it back involves two people. What to do at the scene is covered in motorbike accidents in Bali. Read your travel insurance policy as well, since many reject claims from riders without a valid licence.

Is a monthly rental the smarter choice?

For stays under six months without a KITAS, usually yes. Tempo English puts monthly scooter rental in Bali at around Rp750,000-800,000, rising in the July-August and December-January peaks. That figure is undated, so compare a few shops. Tax and servicing stay with the rental owner, and you do not have to find a buyer when you leave.

When renting, ask for the original STNK, check the tax date on it is still valid, photograph the bike and never hand over your passport as a deposit. Details are in Bali motorbike rental rules 2026, and other visitor rules are collected on the Bali rules page.

Follow-up questions

If I get a KITAS later, can the bike I bought be transferred to me? Yes, as long as the registered owner attends or provides the documents Samsat asks for (BPKB, stamped receipt, copy of their KTP). Get your SKTT first.

Can I buy a used car from an expat who is leaving? Yes, but make sure the BPKB is in the seller's name and transfer it straight away. A vehicle still registered to a third party adds one more person who can hold it up.

Can a tourist buy a motorbike on credit? Finance companies generally require valid Indonesian ID and a stay permit, so without a KITAS it is practically impossible. Terms differ by company, so ask the dealer directly.
