Can You Bring Food and Meat Into Bali?

Packaged processed food for personal use is allowed, up to 5 kg per passenger under BPOM (Food and Drug Authority) Regulation No. 28 of 2023. Meat and meat products, pork, milk, eggs, and fresh fruit and vegetables are a different story: they are all "carrier media" under Law No. 21 of 2019 on Animal, Fish, and Plant Quarantine, so they must be declared and accompanied by a health certificate from the country of origin. Without one, they are seized and destroyed. Checked in September 2026 against Law 21/2019, releases from the Indonesian Quarantine Agency (Barantin), and 2026 enforcement reports.

Who does the checking?

The Indonesian Quarantine Agency (Barantin), set up under Presidential Regulation 45/2023, which now combines animal, fish, and plant quarantine. In Bali its officers work at Ngurah Rai Airport, Benoa Port, Gilimanuk, and Padangbai. Customs checks quantity and value limits; quarantine checks disease risk. Both work in the same arrivals flow, including the baggage X-ray machines.

What is fine without any fuss?

  • Factory-packed snacks that are stable at room temperature: biscuits, chocolate, crisps, instant noodles, tea, processed coffee.
  • Baby food and food for medical purposes with a prescription.
  • Keep the total under 5 kg per person. Anything above that is not allowed in.

What must be declared?

  • Fresh, frozen, or processed meat: sausages, ham, jerky, frozen meatballs, meat floss.
  • Pork products in any form.
  • Fresh milk, soft cheese, eggs.
  • Fruit, vegetables, seeds, seedlings, plants, and soil.
  • Fresh or live fish, and live animals.

Barantin itself stresses that processed products can still carry disease even if they look safe. The final call on whether something is allowed rests with the quarantine officer, not the packaging label.

How do you declare it?

In the customs section of All Indonesia, the combined arrival card that replaced the e-CD on 1 October 2025. A Barantin release from April 2026 states that international passengers must declare their baggage through that app and hand over quarantine items for inspection on arrival. After landing, take the items to the quarantine counter. Declared items that do not meet the requirements are usually held or destroyed on the spot; undeclared items found on X-ray open up a bigger problem.

What are the penalties on paper?

Article 86 of Law 21/2019 provides for up to 10 years in prison and a fine of up to IDR 10 billion for bringing carrier media in from abroad without a health certificate or without reporting to quarantine. In practice, for small personal quantities, what happens is seizure and destruction. A 2026 example: in May, pork products from Singapore without documents were held by quarantine at Sultan Hasanuddin Airport in Makassar.

Why is pork watched so closely?

Because of African Swine Fever (ASF). The disease is endemic in Bali and hits the pig farms behind babi guling, lawar, and temple ceremonies. Agriculture Minister Decree No. 287 of 2026 lists Badung as infected with hog cholera and ASF. Indonesia also bans pork imports from countries with ASF outbreaks, including Spain since January 2026. In April 2026 Barantin also tightened checks on products from Malaysia over the risk of Nipah virus. One pack of chorizo in a suitcase is small, but that is exactly the kind of gap being guarded.

What if you come from Java or Lombok?

The same law applies between islands. Article 88 provides for up to 2 years in prison and a fine of up to IDR 2 billion for moving carrier media between areas without meeting quarantine requirements. Checks at Gilimanuk and Padangbai focus mostly on livestock, commercial quantities of meat, and rabies-carrying animals. If you are carrying raw meat or animal products beyond what you will eat yourself, arrange a certificate through Barantin's PTK Online before crossing. The reverse direction is guarded too: on 3 June 2026, quarantine at Lembar Port in Lombok turned back 203 kg of undocumented pork from Badung.

Can you bring a dog or cat?

No. Dogs, cats, monkeys, and other rabies-carrying animals are banned from entering Bali under Bali Governor Regulation 88/2008 and Bali Regional Regulation 15/2009. In May 2026 officers at Gilimanuk stopped a van carrying more than 20 undocumented pedigree dogs. Details are in rules for bringing pets to Bali.

What about souvenirs you take home from Bali?

Those are governed by your destination country, not Indonesia. Australia is among the strictest on wood, seeds, and animal products; the list is in Bali souvenirs seized at Australian airports. How to fill in the declaration is explained in how to fill in the All Indonesia Arrival Card.

The safest working rule: finish fruit and meat snacks on the plane, buy cheese and salami at Bali supermarkets whose stock has already cleared import quarantine, and declare anything you are unsure about. Declaring and losing a pack of sausages costs far less than being caught hiding it.
