Travelling to Bali with Pets (2026): Rabies Rules & the Dog/Cat Entry Ban, Pet-Friendly Staycations, and Safety Tips

“Can I bring my dog or cat on holiday to Bali?” The answer is no. Since rabies reached Bali in 2008, the entry of rabies-carrying animals (HPR) from outside the island has been closed, and the ban is still enforced in 2026. The good news: for residents and expats whose pets already live in Bali, pet-friendly staycations and cafés keep growing. Here are the official rules and a practical guide to keep you and your furry friend safe.

Official Rules: Dogs, Cats & Monkeys May Not Enter Bali

  • Legal basis: Bali Governor Regulation No. 88 of 2008 on the Temporary Closure of the Entry and/or Exit of Dogs, Cats, Monkeys and Similar Animals to and/or from Bali Province, together with a 2008 Minister of Agriculture Decree on rabies control in Bali. The regulation is still published by Bali’s Agriculture and Food Security Office (October 2025) and was cited by quarantine officers during an enforcement action in May 2026.
  • Rabies status: Bali is not rabies-free. The Bali Health Office recorded 45,365 bites by rabies-carrying animals up to 7 August 2026 (around 216 a day), with 7 deaths; 16 deaths were recorded throughout 2025.
  • Gatekeepers: quarantine officers under the Indonesian Quarantine Agency (Badan Karantina Indonesia) monitor animal movements at I Gusti Ngurah Rai Airport and seaports, including Gilimanuk, the main land gateway from Java.
  • Real enforcement: Gilimanuk quarantine once turned back two shih tzus brought for a holiday (2019). In May 2026, a joint raid at Gilimanuk Port found a minibus carrying more than 20 purebred dogs without documents.
  • No holiday exception: we found no exemption for tourists’ pets in official sources, and a vaccination card from your home region does not change the ban. Leave your pet at a pet hotel at home; if you have special needs, ask Bali quarantine before you travel.
  • Taking animals out of Bali is also controlled: prepare vaccination records, a rabies antibody titre test result, a health certificate from the veterinary authority, and file a quarantine request (PTK Online) well in advance.

Pet Owners’ Duties in Bali & Trusted Clinics

  • Regular rabies vaccination for dogs, cats, and monkeys. Bali’s Agriculture and Food Security Office runs free mass rabies vaccination for HPR (2025 programme); check the schedule with your banjar or village.
  • Do not let animals roam unsupervised in public places — this is prohibited under Bali Regional Regulation No. 5 of 2023. Rabies control itself is governed by Bali Regional Regulation No. 15 of 2009.
  • Keep the vaccination card and bring it on staycations; some hotels ask for it at check-in.
  • Sunset Vet — a 24-hour animal hospital in Kuta (Nakula Plaza, Jalan Nakula) with a CT scanner, a clinic in Ubud, and home visits across south Bali. Book via the phone numbers on the official website. Google Maps · search on Instagram
  • Bali Veterinary Clinic (BVC) — founded in 2002 in Pererenan, now also in Sanur and Tabanan, with 24-hour emergency service. Book by phone/WhatsApp via the official website. Google Maps

Safety Tips: Stray Dogs & If You Are Bitten

  • Avoid contact with stray dogs and monkeys — do not feed or pet them; on morning walks, keep your pet on a leash so it does not fight with loose dogs.
  • If a dog chases you, do not run; stop calmly, avoid direct eye contact, and move away slowly.
  • If bitten or scratched by an HPR: wash the wound with soap and running water for 15 minutes, apply antiseptic (Ministry of Health advice), then go straight to a puskesmas (community health centre) or hospital (Rabies Center) for the Anti-Rabies Vaccine (VAR) and, if needed, Anti-Rabies Serum.
  • Cost: the Badung Health Office (October 2025) confirmed that VAR at Rabies Centers and government puskesmas is free with sufficient stock; private clinics charge fees.
  • Do not delay: according to the Bali Health Office, almost all people who died of rabies in 2025 had not been taken to a health facility.
  • If your pet is bitten by another dog, take it to a vet immediately and show its vaccination card.
