Bali to Russia Customs Limits: Alcohol, Cigarettes, Food

Air passengers from Bali to Russia can bring up to 3 liters of alcohol, 200 cigarettes and personal goods worth up to €10,000 and weighing up to 50 kg per person without paying duty. Meat, sausages and dairy from Indonesia are best left behind, because Eurasian Economic Union (EAEU) veterinary rules only admit products from countries free of animal disease, and Indonesia has reported foot-and-mouth disease since 2022 and African swine fever since 2019.

Figures here come from the Russian Federal Customs Service (FTS) reminder quoted by Klerk.ru, Tinkoff Journal's duty-free guide (T-Zh), and Garant.ru's summary of the administrative code changes (29 March 2026). Checked 22 October 2026. Customs rules change, so compare with customs.gov.ru before flying.

How much alcohol can I bring into Russia?

Up to 3 liters per adult (18+) duty-free. Between 3 and 5 liters, the excess is charged €22 per liter. Above 5 liters it no longer counts as personal goods. Purchases at Ngurah Rai duty free are part of the 3 liters. If you are taking arak home, buy a labeled, licensed bottle; methanol risks and legal brands are covered in our Bali arak guide.

How many cigarettes?

200 cigarettes (kretek such as Gudang Garam or Dji Sam Soe included), or 50 cigars, or 250 grams of tobacco. One carton holds 200, so a second carton is already over. Since 9 January 2026, according to Garant.ru, Federal Law No. 560-FZ sets a fixed fine of 5,000-20,000 rubles for individuals who fail to declare tobacco and alcohol above the allowance.

Can I bring meat floss, jerky, sausage or cheese?

Sources disagree here. T-Zh says passengers may bring food of animal or plant origin up to 5 kg per person. But the veterinary rules enforced by Rosselkhoznadzor require the country of origin to be free of the relevant diseases, and Indonesia is currently listed as affected by FMD and ASF. In practice, beef floss (abon), dendeng, pork sausage and packaged babi guling risk confiscation at Sheremetyevo or Vladivostok. Roasted coffee, chocolate, meat-free sambal and dried spices in factory packs are generally fine within 5 kg. Fresh fruit, seedlings and seeds are better left behind.

What is the duty-free value limit?

For air travel: €10,000 and 50 kg per person. Above that, duty is 30% of the excess value, with a minimum of €4 per extra kilo. Keep receipts; if officers doubt the stated value, goods can be held for appraisal.

Cash: when must I declare?

On the Russian side, the FTS requires a written declaration for cash above the equivalent of US$10,000, entering or leaving. From US$100,000, you need documents showing where the money came from. On the Indonesian side, taking Rp100 million or more in cash out of the country must be reported to customs. Details on the Indonesian rules are in our cash limits article.

What can't leave Indonesia in the first place?

  • Coral and protected shells (giant clam, triton, nautilus). Beach sand is a problem too. See can you take coral, shells or sand home.
  • Turtle products: bracelets, combs or turtle-shell ornaments are banned from trade. See the turtle products rule.
  • Snake or monitor lizard leather bags without CITES papers from the seller.
  • Sacred objects and temple artifacts. Bali Governor's Circular No. 7 of 2025, as summarized by the Bali Tourism Office, bars foreign tourists from illegal trade in wildlife and sacred items.

FAQ

If I fly via Dubai or Istanbul, whose rules apply?
For goods entering Russia, EAEU rules at your arrival airport apply. Cabin liquid limits during transit follow the transit airport, so pack alcohol in checked baggage or keep it in a sealed duty-free bag.

Is kopi luwak an animal product?
No. Roasted coffee counts as a processed plant product within the 5 kg limit.

Do children get an alcohol and tobacco allowance?
No. Those allowances are for passengers aged 18 and over, while the €10,000 and 50 kg limits apply per person, children included.

One last note: Indonesian kretek are thicker and strongly scented, yet officers count them per stick like any cigarette, not by weight. Two cartons of kretek for friends back home is already enough to send you to the red channel.
