Must Foreign Tourists Show Bank Savings to Enter Bali? 2026 Status

Not yet. As of 21 October 2026 there is no savings-balance check for foreign tourists entering Bali: Governor Wayan Koster's plan is still a draft regional regulation, and Ngurah Rai Immigration Office confirmed on 15 January 2026 that foreign visitors are not asked for proof of savings on arrival.

Where did this story come from?

• Early January 2026. Koster presented a draft regional regulation on Quality Tourism. One idea was to check prospective visitors' savings over the previous three months, their length of stay and their planned activities in Bali. According to reports at the time, there was no fixed amount; it would depend on activities and length of stay.
• 5 January 2026. Agung Bagus Pratiksa Linggih, chair of Commission II of the Bali provincial parliament, questioned how it could be implemented, telling detikBali: "It is not our authority, we cannot stop people entering Bali."
• 15 January 2026. Husnan Handano of Ngurah Rai Immigration told Kompas that foreign tourists do not have to show proof of savings, and that entry procedures remain unchanged.
• 6 and 14 April 2026. Koster submitted the draft regulation on Quality Bali Tourism Business Governance to a plenary session of the provincial parliament, after which the factions gave their views. ANTARA's coverage of the 14 April session focused on tourist quotas and association membership, with no mention of balance checks.
• As of 21 October 2026. We found no report of the regulation being passed, nor any governor's regulation setting out a balance check.

Why can't the province simply refuse tourists?

Permission to enter Indonesia is decided by immigration officers under the central government, not by provinces. Article 13 of Law 6/2011 lists the grounds for refusing entry, including being on the entry-ban list, invalid travel documents, having no visa (unless visa-exempt), giving false information, or involvement in international crime. A bank balance is not on that list. So even if Bali passes its regulation, a balance check at the airport would still need a legal basis and implementation by immigration.

What you can actually be asked for today

• Visas applied for before travel. For visit visas such as the C1, immigration can ask for proof of living costs, such as a bank statement, when the online application is processed. This is a long-standing national rule, not a new Bali rule.
• Visa on Arrival. Officers check your passport (valid for at least 6 months) and may ask for a return or onward ticket. Details are in Bali VoA and e-VOA 2026 and do you need a return ticket to enter Bali.

Have any tourists been refused entry to Bali for not having enough money?

Ngurah Rai Immigration head Winarko said 1,326 foreigners were refused entry during 2025, as quoted by Kompas. The report did not break down the reasons, so it cannot be concluded that savings were a factor.

How much money is a "safe" balance?

For entry on a VoA or visa-free, there is no official figure, and the provincial idea did not name one either. In practice, make sure your banking app or card is accessible on your phone in case an officer asks about your travel plans.

The clearest sign that this rule has actually taken effect will be its appearance on official immigration pages and the arrival form, not just in statements by regional officials. Until then, social media posts claiming "tourists must hold a balance of X" are not something to rely on.
