Bali Scooter Rental & Riding Rules 2026

Renting a scooter in Bali feels cheap and easy, but the legal side is routinely underestimated. Bali police run regular checks in Kuta, Tuban, Sunset Road, Seminyak and Canggu, and foreign riders without a valid licence, helmet or vehicle papers are a primary target. The consequences go beyond a ticket: the bike can be impounded, and worst of all, your travel insurance claim can be rejected if you crash while riding without a valid licence.

This 2026 guide focuses on rules and safety rather than general transport tips: which documents are mandatory, how to get an International Driving Permit, what officers check at a roadside stop, how to judge rental quality, and the safe alternatives if you do not qualify. Regulations and fine amounts change, so always confirm with official sources — local police or your embassy — before you rent.

Mandatory documents: which licence is valid in Bali?

  • International Driving Permit (IDP) + your home country licence. This is the standard combination for tourists. An IDP is an official translation, not a stand-alone licence, so both must be carried together. Carrying only one of them is treated as invalid.
  • The motorcycle category must be included. Many tourists are fined because their IDP only covers cars. Make sure the two-wheel category appears on the IDP and on your original licence.
  • An Indonesian SIM C is the option for long-stayers with an appropriate residence permit; it replaces the need for an IDP.
  • Passport and proof of visa or stay permit should be with you. Digital copies help, but many officers want to see physical documents.
  • The STNK vehicle registration must be on the bike. Ask the rental owner for it at handover and check the number matches the plate.

How to obtain an IDP or a licence in Bali

The safest route is to arrange the IDP in your home country before departure, because IDPs for foreign nationals are not issued in Indonesia. The process is usually quick through an official body such as a national automobile association: photo, original licence, a form and a modest fee.

  • Before you fly: apply for the IDP at home, check its validity (usually around one year), and confirm the motorcycle category is ticked.
  • Already in Bali without an IDP: the Satpas SIM office at Polresta Denpasar lists a pathway for foreign nationals requiring a passport plus a visit permit or stay permit card. Practice and requirements vary with your visa type, so visit or call the Satpas to confirm before preparing paperwork.
  • Prepare: passport and copies, visa or stay permit documents, your home licence and — like every other applicant — a health certificate and psychological test. Official fees for a new licence run in the low hundreds of thousands of rupiah including tests, far below unofficial “fast service” prices.
  • Avoid fixers. Any offer of a licence “without a test” is not a valid document and will not save your insurance claim.
  • Check the latest official information from Polresta or Polda Bali or Korlantas channels before you go, since opening hours and requirements are updated often.

Helmets, roadside checks and fine ranges

  • SNI-standard helmets are compulsory for rider and passenger, with no exceptions, even for short hops. It is the most commonly enforced offence.
  • Penalties under Traffic Law No. 22/2009: riding without a licence carries a maximum fine of around Rp1 million; not wearing a standard helmet around Rp250,000; failing to produce the STNK around Rp500,000. These are statutory maximums — court decisions can be lower, so treat them as ranges rather than fixed prices.
  • Pay fines through official channels. A ticket is settled via a bank or official payment channel, never in cash at the roadside.
  • The bike can be impounded if papers are incomplete, and you will need to coordinate with the rental owner to release it.
  • Travel insurance. Many policies exclude motorcycle accidents if you do not hold a valid licence for that vehicle class — and medical evacuation bills from Bali can be enormous. Read your policy wording before renting.

Choosing a safe rental & what it costs

  • 2026 price ranges: roughly Rp70,000–150,000 per day for a 110–160cc scooter (larger models cost more); about Rp400,000–900,000 per week; and roughly Rp900,000–2,500,000 per month depending on the bike's age, the area and high season.
  • Inspect before you sign: front and rear brakes, tyre condition and pressure, lights, horn, mirrors and the chain or CVT. Refuse a bike with bald tyres.
  • A helmet that actually fits with a solid strap; ask for two if you ride with a passenger.
  • Photograph or film the bike from every angle at pickup and at return, including the odometer and existing scratches.
  • Never leave your passport as a deposit. Offer a cash deposit or a copy instead; your passport belongs to your home government and surrendering it leaves you exposed.
  • Get the owner's WhatsApp for breakdowns, and ask what protection exists and what happens if the bike is damaged or stolen.

Road rules before you start the engine

  • Traffic drives on the left. Reflexes at junctions and roundabouts are the hardest part for riders from right-hand-traffic countries.
  • Narrow lanes in Canggu, Pererenan and Ubud often fit only one car. Slow down, give way, and use a short beep as a signal rather than an insult.
  • Rain makes the asphalt extremely slick in the first 15 minutes. Avoid sudden braking, pull over in heavy downpours, and watch for potholes hidden by puddles.
  • Never ride after drinking, skip flip-flops on longer rides, and limit night riding on unlit roads.
  • Dogs, offerings, trucks and ceremony processions are a normal part of Bali's roads. Keep your distance and slow down near temples.

Not eligible? Your alternatives

  • Grab and Gojek for short trips at transparent fares. Some areas restrict ride-hailing pickups, so use the designated pickup points.
  • Car with driver, typically Rp600,000–900,000 for 8–10 hours including driver and fuel; the sensible choice for groups and full sightseeing days.
  • Electric bikes or bicycles for short distances in Sanur, Nusa Dua and central Ubud.
  • Hotel shuttles and scheduled airport transfers, often cheaper than a single fine.

Renting a scooter can be the most enjoyable way to see Bali — provided you do it with complete documents, a proper helmet and a genuinely maintained bike. Treat the IDP and helmet as part of your travel budget, exactly like accommodation.

And if you want to protect your budget without compromising on safety, save on where you sleep, not on your brakes. Explore AccessiaPass hotel vouchers for properties in Kuta, Seminyak, Ubud and Uluwatu: the difference on one or two nights usually covers an IDP, a decent helmet and a driver for the long-distance days. Compare your options and secure your AccessiaPass stay voucher before your travel dates fill up.
