Yes. Every motorcycle rider and passenger in Indonesia must wear an SNI-certified helmet, foreign tourists included, and offenders can be fined up to IDR 250,000. The rule is in Law No. 22 of 2009 on Road Traffic and Transport. Below are answers to the questions people ask most about helmets in Bali, checked October 2026.
What is the legal basis?
Article 106(8) of Law 22/2009 says every person riding a motorcycle and every motorcycle passenger must wear a helmet that meets the Indonesian National Standard (SNI). There is no exemption for tourists, short distances or village lanes. Your visa status does not change this.
How much is the fine?
Article 291(1): a rider not wearing an SNI helmet faces up to 1 month in detention or a fine of up to IDR 250,000. That is the maximum. The amount actually paid is set through the ticketing process. How to pay a ticket and what happens to your licence or registration papers is covered in our guide to traffic tickets in Bali.
If my passenger has no helmet, who gets fined?
The rider. Article 291(2) applies the same penalty, up to 1 month in detention or a fine of up to IDR 250,000, to a rider who lets a passenger ride without a helmet. So if you are driving and your partner on the back has no helmet, you get the ticket. This also applies to children riding as passengers.
What does an SNI helmet look like?
An SNI helmet meets standard SNI 1811:2007, made mandatory for motorcycle helmets by Minister of Industry Regulation No. 40/M-IND/PER/6/2008. Easy things to check:
- An SNI logo embossed or permanently printed on the shell, not a sticker that peels off.
- A chin strap with a working buckle.
- Open-face helmets are fine if they carry the SNI label. Bicycle helmets, hard hats or caps are not.
An imported helmet with DOT or ECE certification may not be accepted as SNI-compliant at a roadside check. If you bring your own, be ready to explain it.
What about rental helmets?
Licensed rentals usually hand over two helmets. Quality is often poor: broken straps, crumbling foam, oversized shells or cracks. Before you sign the handover, look for the label, tug the strap and put it on. Ask for another if it does not fit. A loose helmet can come off in a fall, which is about as dangerous as wearing none. Other things to check when renting, including your licence, are in our rules for renting and riding a scooter in Bali.
Do police actually enforce it?
Yes, especially during traffic operations. Recent examples:
- Operasi Keselamatan Agung 2026 (February 2026): by day 13, Bali Police had recorded 4,936 violations handled through ETLE cameras and on-the-spot tickets, plus 7,544 written warnings. Helmet and seatbelt use was one focus, and offenders included both Indonesians and foreigners.
- Operasi Patuh Agung 2026: Bali Police said enforcement would rely on static and mobile ETLE (ANTARA, 4 June 2026). Radar Bali reported the 8-21 June schedule was postponed.
- Operasi Zebra Agung: the 2025 edition began on 17 November 2025 and ran for 14 days. The 2026 dates had not been announced when this article was checked.
Outside operations, ETLE cameras at major junctions can still record riders without helmets. During Operasi Patuh Agung in July 2025, Bali Police also asked rental owners to teach traffic rules to foreign renters. Figures given at the time showed 142 foreigners involved in traffic accidents in Bali in 2024, 21 of whom died.
What happens to travel insurance if you ride without a helmet?
This often costs more than the fine. Many travel policies only cover motorbike accidents if conditions are met, and wearing a helmet is almost always one of them. Examples from the Australian market: Go Insurance requires a helmet worn at all times and a matching licence, while nib caps engine size at 250cc. The Insurance Council of Australia says most policies do not cover riding a motorbike overseas except under strict conditions or for an extra premium. Australian insurance media reported an injured scooter rider in Bali facing a bill of about A$35,000 after his claim was rejected because he lacked the right cover.
Medical evacuation and a stay in a private Bali hospital can run into tens or hundreds of millions of rupiah. Read your policy's exclusions before you fly. What to look for is in our guide to travel insurance for Bali.
In short
- Riders and passengers must wear SNI helmets, with no exemption for tourists.
- Maximum fine IDR 250,000 or up to 1 month in detention, for the rider, including when it is the passenger without a helmet.
- Check the SNI label and strap on a rental helmet before you set off.
- Without a helmet, an insurance claim for a motorbike accident is very likely to be refused.
One small habit saves a lot of trouble: tighten the chin strap until only one finger fits under it, every time you get on, even for a run to the corner shop.
