Flight Delayed in Bali: How Much Compensation and How to Claim?

If a flight on an Indonesian scheduled airline to or from Bali is more than 4 hours late because of the airline, you are entitled to Rp300,000 in compensation per passenger. For shorter delays, compensation takes the form of drinks and meals that scale with the wait. The basis is Transport Ministerial Regulation PM 89 of 2015, which the government told a Constitutional Court judicial review hearing on 13 July 2026 is still the reference. Rules checked on 17 October 2026.

Step 1: Note the time and ask for the cause

As soon as the delay is announced, photograph the flight information screen and keep your boarding pass. Ask the airline staff at the gate what caused it, because the cause decides your rights. PM 89 sorts causes into three groups:

  • Airline management factors (compensation required): late crew, late catering, ground handling, waiting for transfer or late check-in passengers, and the aircraft not being ready.
  • Technical operational factors (exempt): the airport being unusable, take-off or landing queues, departure slots, and refuelling delays. An airline citing this must show an official letter from the relevant authority.
  • Weather (exempt): heavy rain, lightning, storms, fog and smoke.

Note the difference. An aircraft that is not ready, including for repairs, counts as an airline factor, not a technical operational one. If staff give a reason that would exempt the airline, ask for it in writing.

Step 2: Match the delay to its category

  • Category 1, 30-60 minutes: soft drinks.
  • Category 2, 61-120 minutes: drinks and a light snack box.
  • Category 3, 121-180 minutes: drinks and a full meal.
  • Category 4, 181-240 minutes: drinks, a snack box and a full meal.
  • Category 5, over 240 minutes: Rp300,000 compensation (about US$18).
  • Category 6, flight cancelled: rebooking on another flight or a full ticket refund.

For categories 2 to 5 you may also choose to be moved to another flight at no extra cost or take a full refund, rather than keep waiting. The delay is counted from the departure time on your ticket. Example: a 19:00 Denpasar-Jakarta flight that only leaves at 23:15 is 255 minutes late, which is category 5.

Step 3: Claim at the airport, do not wait to be contacted

Under PM 89, airline staff are supposed to offer compensation proactively. In practice passengers often still have to ask. Go to the gate staff or the airline counter with your boarding pass. For the Rp300,000, ask how it will be paid (cash, bank transfer or voucher) and make sure any voucher can be cashed, not only used as a discount on a future ticket. Keep every piece of evidence: ticket, boarding pass, photos of the departure board and the name of the staff member who helped you.

Step 4: If the delay means a night in Bali

An evening departure from Ngurah Rai that slips past midnight, or gets cancelled, often leaves passengers choosing a morning rebooking. First ask whether the airline is providing a hotel or transport; this varies by airline and by the cause of the delay. If weather was the cause, the extra night is usually only recoverable through travel insurance with a delay benefit; see what to check in your policy in our travel insurance for Bali article. Transit hotels in Tuban, Kuta and Jimbaran, 10-20 minutes from the terminal, are covered in staying near Ngurah Rai Airport. Once the extra night is certain, check AccessiaPass transit hotel vouchers before accepting a midnight walk-in rate at reception.

Step 5: If the airline refuses

  • Report at the airport: go to the Air Transport Post (Posko Transportasi Udara) at Ngurah Rai with the evidence you collected.
  • Transport Ministry contact centre 151 takes complaints when an airline does not meet its obligations.
  • Refunds: cash purchases are refunded on the spot, non-cash purchases by transfer within 30 days at most, according to the summary of the rules published by Kompas TV (March 2026).

What about foreign airlines?

PM 89 governs Indonesian scheduled airlines. Jetstar, Qantas, Virgin Australia, Singapore Airlines and other foreign carriers follow their own conditions of carriage and their home country's rules, so the Rp300,000 figure does not apply automatically. Delays and cancellations caused by volcanic eruptions are covered separately in flights cancelled by volcanic ash.

One small habit that helps: turn on the airline app's notifications and check your flight status before leaving for the airport. A delay announced early gives you time to choose a rebooking or refund instead of being stuck for hours in the departure terminal.
