Does a Foreign Phone Need IMEI Registration in Bali?

No, as long as your phone only uses a SIM or eSIM from your home country (roaming) or an international travel eSIM. IMEI registration is only required if a phone bought abroad will be used with an Indonesian SIM card or eSIM. For foreign tourists staying 90 days or less, activation happens at a mobile operator's outlet, not at Customs. Checked October 2026 against the IMEI registration page of Ngurah Rai Customs (ngurahrai.beacukai.go.id).

Why does the IMEI rule exist?

Since 2020 Indonesia has blocked mobile service for devices whose IMEI is not registered, to curb smuggled phones. The basis is Minister of Communication and Informatics Regulation No. 1 of 2020 on controlling telecom devices through IMEI identification, plus Customs rules (PER-13/BC/2021 jo PER-7/BC/2023) for phones that passengers bring from abroad. The block works on Indonesian operators' networks, so it only affects phones using an Indonesian number. Roaming from a foreign operator is not blocked.

Before you fly: five things to decide

  • Which number will you use in Bali? Roaming from your home operator, or a travel eSIM from an international platform, works as roaming and needs no IMEI. A physical Telkomsel, XL or Indosat SIM, or an eSIM issued by an Indonesian operator, needs a registered IMEI.
  • How long are you staying? Up to 90 days: temporary IMEI activation at an operator outlet, usually done together with buying a tourist SIM, valid for 90 days. Longer than 90 days: register the IMEI with Customs through beacukai.go.id or the Mobile Bea Cukai app, no later than 60 days after arrival.
  • How many phones are you bringing? A maximum of 2 devices per passenger can be registered. Tablets and handheld computers that take a SIM count too.
  • What is the phone worth? This only matters for the Customs route. The Ngurah Rai Customs page says the duty and tax exemption covers devices worth up to USD 500, and only if registered in the airport customs area on arrival. Registering after leaving the airport is still allowed within 60 days, but without the exemption. The way tax above USD 500 is calculated changed under Finance Minister Regulation 34/2025; details are in our article on the duty-free allowance when arriving in Bali.
  • Which documents? Passport, boarding pass or ticket, the phone itself (it must switch on) and the purchase receipt. For the Customs route, add proof of the IMEI form (the QR code from the Customs website).

What happens if you don't register?

An Indonesian SIM in a foreign phone with an unregistered IMEI gets no network signal: no calls, no SMS, no mobile data. Wi-Fi still works. A tourist IMEI activated at an operator outlet lasts 90 days; after that the phone can no longer use an Indonesian number. If you stay longer, for example after extending your visa, the Customs route applies.

Buy a SIM at the airport or in town?

Operator counters in Ngurah Rai's international arrivals area can handle tourist IMEI activation on the spot, with package prices that are usually higher than in town. Official outlets (Telkomsel GraPARI, XL Center, Indosat) in Kuta, Denpasar or Ubud do the same. Avoid roadside kiosks for your first purchase: passport registration of the number has to be done correctly, and since Minister of Communication and Digital Affairs Regulation No. 7 of 2026 (in force 19 January 2026) one identity is limited to 3 prepaid numbers per operator. Provider and package comparisons are in our SIM card and eSIM guide for tourists in Bali.

For a one-week holiday, what's the easiest option?

For short trips, a travel eSIM bought before departure involves the least hassle: no counter queue, no IMEI, active as soon as you land. The downside: it is usually data only, with no local number for calls or SMS, and the price per GB tends to be higher than a local SIM. A local SIM makes more sense if you stay for weeks, need an Indonesian number for WhatsApp Business, or use a lot of data.

One small step before you leave: dial *#06# to see your IMEI, take a screenshot together with a photo of the purchase receipt, and keep both in your gallery. Outlet staff or Customs will ask for them, and those two minutes save you time in the airport queue.
