How to Fill In the All Indonesia Arrival Card for Bali

The All Indonesia Arrival Card is free, can be submitted no earlier than 3 days before you land, and has been mandatory for every passenger arriving from abroad at any Indonesian airport or seaport since 1 October 2025. There is one official site: allindonesia.imigrasi.go.id, plus the All Indonesia app on Google Play and the App Store. Checked September 2026 against the Ministry of Immigration and Corrections press release (1 October 2025) and regional immigration office pages.

The card merges four declarations that used to be separate: immigration, customs (the old e-CD at ecd.beacukai.go.id), health (formerly SATUSEHAT) and quarantine. The old e-CD site still loads, but for international arrivals start from All Indonesia.

Who has to fill it in?

Every international passenger, foreigners and Indonesian citizens alike, including those arriving by sea. Travel guides updated in 2026 say each person in a group, children and infants included, needs their own card; the form lets you add companions after the lead traveller.

Step by step

  • 1. Open the official site or app. Type the address yourself rather than clicking a search ad. Choose Foreign Visitor (or Warga Negara Indonesia for citizens).
  • 2. Passport details. Issuing country, full name exactly as printed, date of birth, sex, passport number and expiry date. You can scan the passport's MRZ strip to avoid typos. The Karawang immigration office guide mentions an email OTP verification step.
  • 3. Trip details. Arrival date, mode (air/sea), airline and flight number, arrival airport (Bali = I Gusti Ngurah Rai, DPS), purpose of visit, and visa type and number if you have one.
  • 4. Address in Indonesia. Name and address of your hotel or villa for the first night.
  • 5. Customs declaration. Number of bags, goods above duty-free limits (alcohol, tobacco), cash of IDR 100 million or more (or equivalent), commercial goods, and phones/tablets that need IMEI registration.
  • 6. Health and quarantine declaration. Current symptoms, countries visited in the past 21 days, and whether you carry animals, plants, seeds or agricultural products.
  • 7. Submit and save the QR. The system shows your arrival card as a QR code and emails it to you. Keep a screenshot or PDF on your phone and show it to the officer on arrival.

Have your accommodation's full name and address ready before you open the form; if you booked with an AccessiaPass voucher, the property address is printed on it, ready to copy into the accommodation field.

Quick Q&A

How early can I submit? Three days before arrival, per the official press release. Earlier submissions are rejected. You can still fill it in after landing, but you will be doing it in the queue.

Is there a fee? No. The card is free. Any site asking for payment is not a government site.

Is this the same as the visa or the Bali tourist levy? No. Visas (including e-VOA) are handled at evisa.imigrasi.go.id, and the IDR 150,000 Bali foreign tourist levy is paid separately. See how the VOA and e-VOA work and how to pay the IDR 150,000 levy.

I made a mistake after submitting. Now what? The official site has a Retrieve Arrival Card menu to display a card you already submitted. Several travel guides say submitted cards cannot be edited, so you would file a new one. We could not verify the editing flow ourselves because the official site blocks access from our server; if in doubt, ask the immigration officer at the airport.

Phone dead or no signal on landing? That is why you save the QR offline or print it before you fly.

The most common mistakes

  • Paying on a copycat site. Australia's Smartraveller warns about fake sites charging fees; May 2026 reporting described one traveller paying US$148. The official site always ends in .go.id.
  • Old passport number. If you recently renewed, use the number and expiry date of the passport you are actually carrying.
  • Name not matching the passport. Copy the data page, not your nickname.
  • Submitting too early. More than 3 days before arrival gets rejected.
  • Not declaring goods. Alcohol above the allowance or cash of IDR 100 million or more must be ticked. Per-person alcohol and tobacco limits are in how much alcohol you can bring into Bali.
  • Forgetting the kids. Every passenger needs their own card.

Official site vs fake sites

  • Official: allindonesia.imigrasi.go.id and the All Indonesia app from the government publisher.
  • Official for visas: evisa.imigrasi.go.id (the arrival card is still separate).
  • Signs of a fake: a .com/.org domain imitating "Indonesia arrival card", a request for card payment, or a paid "fast processing" promise.

One small habit that saves time: fill the card in the night before your flight rather than at the gate, because the QR email sometimes arrives a few minutes late.
