Can You Bring Pepper Spray to Bali?

No. You should not bring pepper spray to Bali, either in your cabin bag or in checked luggage. International aviation dangerous-goods rules forbid it, and in Indonesia similar devices fall under equipment that requires a police permit.

Can I carry it in my cabin bag?

No. Every list of prohibited items used at Indonesian airport security puts incapacitating sprays in the banned-from-cabin category. Airport security will take it at the X-ray checkpoint, and it will not be returned.

What about checked luggage?

This is where many people get it wrong. Some Indonesian news articles say pepper spray may go in checked baggage if it has a safety catch. However, IATA's Dangerous Goods Regulations (DGR), Table 2.3.A, state that disabling devices such as mace and pepper spray containing an irritant or incapacitating substance are forbidden on the person, in carry-on baggage and in checked baggage. International airlines flying to Bali follow this rule. Qantas, for example, lists "pepper spray/mace" among items you must not pack. The contents are also a pressurised aerosol, a category that is tightly controlled.

So even if it slips through at one airport, the risk remains at a transit airport or on the way home. Treat it as banned in every type of baggage.

Is pepper spray legal in Indonesia?

Indonesian National Police Regulation (Perpol) No. 1 of 2022, Article 102(1), classifies a "gas spray weapon" (senjata semprotan gas) and a "pepper gun" as security equipment categorised as firearms. Paragraph (2) lists self-defence among their permitted uses, and paragraph (3) requires a permit from the National Police Chief. Article 104 sets out the permit types, including import, purchase, transport and storage.

To be honest about the limits: the regulation does not use the words "pepper spray" literally, so whether a handheld canister counts as a "gas spray weapon" is a matter of interpretation. What is clear is that there is no exemption for tourists. Emergency Law No. 12 of 1951, often quoted, covers firearms, ammunition, explosives, and stabbing, piercing and striking weapons. It does not mention pepper spray explicitly.

What happens if it is found at the airport?

• On departure: it is confiscated at the checkpoint. You may be held up and could miss boarding.
• On arrival in Bali: items that legally require a police permit can be detained by officers. Arranging an import permit for one personal canister is clearly not worth it.
• If you actually use it: spraying someone, even during a scuffle, can lead to a police report. Read about your rights if you are detained by police in Bali.

What if I just buy one in Bali?

You may see similar products on Indonesian online shops. That does not change the permit requirement under Perpol 1/2022, and you still cannot take it on a plane home or on a domestic flight to another island. The same logic applies to blades. See the rules on flying with a keris or souvenir knife.

What are the legal alternatives?

• Personal alarm: a keyring device that shrieks when you pull the pin. It contains no chemicals, so it is generally allowed in the cabin. Check your airline's battery rules.
• Whistle and small torch: useful in dark lanes or on quiet beaches after sunset.
• Emergency numbers: save 112 (general emergency) and 110 (police) on your phone.
• Safe habits: use app-booked taxis or ride-hailing at night, share your location with a friend and stay in busier areas. More tips are in our Bali guide for solo travellers.
