How Many Cigarettes Can You Bring Into Bali?

200 cigarettes per adult, or 25 cigars, or 100 grams of cut tobacco. That is the excise-free allowance when you arrive in Bali from abroad. For vapes, the limit is 30 ml of open-system liquid, 12 ml of closed-system (pod) liquid, or 140 sticks/40 capsules of solid e-cigarettes (heated tobacco). These figures are in Article 36(2) of Finance Minister Regulation (PMK) No. 82 of 2024 on Excise Exemption Procedures, referenced by PMK 34/2025 on passenger goods (in force since 6 June 2025). How many packs is 200 cigarettes?

One carton of 20-stick packs (10 packs). For kretek in packs of 12 or 16, the count is still per stick, not per pack: 200 sticks is about 16 packs of 12. A half-smoked open pack in your pocket counts too.

What if I bring cigarettes and cigars together?

The allowance is split proportionally; you can't take the full amount of two types. Article 36(7) covers this, with official worked examples in Annex S of the same PMK. A simple illustration of our own: 100 cigarettes use half the allowance, so the rest equals half the cigar allowance, which is 12 cigars. If you're unsure about your mix, declare it and let the officer do the maths.

Shisha tobacco, snus and nicotine pouches?

Molasses tobacco for shisha, snus and chewing tobacco fall under "other processed tobacco products", with a limit of 100 grams or the equivalent of 100 grams per adult. Nicotine pouches with no tobacco leaf are not clearly covered by that article, and we found no official customs guidance on their status. Carry a personal-use amount and declare it if unsure.

Can I pay excise on the excess?

No. Article 36(8) says excess excisable goods carried by passengers are destroyed. There is no "pay and keep" option. One extra carton in your suitcase means one carton gone.

Do children and crew get an allowance?

• Children: no. The exemption is given "for each adult", so a child's suitcase can't carry a parent's cigarettes.
• Aircraft or ship crew: much less: 40 cigarettes, 10 cigars or 40 grams of cut tobacco; vape 15 ml open-system or 6 ml closed-system (Article 36(3)).
• Groups: the allowance belongs to each adult. Two adults get 200 sticks each, not 400 sticks in one person's bag.

Do duty-free cigarettes count?

Yes. The limit covers everything you bring in, wherever you bought it. "Duty free" at your departure airport only means tax-free in that country. The alcohol limit works the same way; see our article on how much alcohol you can bring.

How do I declare it?

In the customs section of the All Indonesia Arrival Card, filled online before arrival. If you're under the limit, there is nothing to pay. If you're over, answer honestly and take the red channel. Undeclared goods found on the x-ray are still destroyed, plus paperwork that eats your time.

What about taking Balinese kretek home?

Leaving Indonesia isn't the issue; your destination country decides, and many are far stricter than Indonesia. Australia allows only 25 cigarettes (or 25 grams) duty-free per adult, and Singapore gives no tobacco allowance at all: everything must be declared and taxed.
