Do Foreign Tourists Need a Licensed Tour Guide in Bali?

On paper, yes. Bali Governor's Circular (SE) No. 7 of 2025 on the new code of conduct for foreign tourists lists an obligation to be "accompanied by a licensed tour guide", but the circular sets no specific fine for tourists who explore on their own, and as of 21 October 2026 we found no report of a visitor being penalised for it.

What is actually enforced is the other side: foreigners may not work as guides. This summary draws on ANTARA reporting (24 March 2025 and 13 January 2025), the Bali Provincial Tourism Office website (8 April 2025), Bali Provincial Regulation No. 5 of 2020 on Standards for Balinese Cultural Tourism, and Law No. 6 of 2011 on Immigration, all checked on 21 October 2026.

What exactly does the rule say?

Governor Wayan Koster launched SE 7/2025 on 24 March 2025 to replace SE 4/2023. According to ANTARA, once in Bali foreign tourists must be accompanied by a licensed guide who understands Bali's nature, customs, traditions and local wisdom. The English version on the Bali Tourism Office site words it more narrowly: certified guides are required when exploring cultural or natural sites.

On sanctions, the circular only says violators will face firm action under Indonesian law, with the Civil Service Police (Satpol PP) monitoring and the police handling serious offences. There is no fine schedule for "not using a guide". As a circular, SE works as a guideline, not a criminal statute.

Five things people get wrong before they fly

  • "I will be fined for visiting a temple without a guide." SE 7/2025 contains no such fine. The obligation in the same circular with real consequences is the Rp150,000 foreign tourist levy: the Tourism Office says tourists who have not paid can be refused entry to attractions.
  • "A driver who speaks good English is a guide." Not the same. An official guide (pramuwisata) holds a Tour Guide Identity Card (KTPP), now recorded electronically in the Bali Tourism Office's SIWALATRI system, and according to the office must belong to an association such as HPI (Indonesian Tour Guides Association) Bali under Regulation 5/2020. A driver can be very helpful, but is not a licensed guide.
  • "A friend from my country who lives in Bali can guide our group." No. Bali Tourism Office head Tjok Bagus Pemayun told ANTARA (13 January 2025) that only Indonesian citizens with an ID card who have completed training can be guides. In January and February 2025, Ngurah Rai Immigration questioned an Indian national and two Polish nationals suspected of guiding tourists at the airport. Guiding on a visit visa counts as work, and administrative action under Article 75 of Law 6/2011 can end in deportation.
  • "Every attraction has the same rule." Some places apply their own stricter rules, such as mountain treks managed by local guide associations. See climbing Batur or Agung without a guide, and waterfall trails like Sekumpul, walked with village guides.
  • "Anyone offering services in a temple car park is official." Not necessarily. Offers at car parks or gates can come from licensed guides or not. Ask to see the card and agree on the price before you start walking.

How to make sure your guide is official

  • Ask for a photo of the KTPP or HPI membership card before booking, then match the name with the person who turns up.
  • Book through a licensed travel agent or your hotel, which usually work with registered guides.
  • Ask which languages they speak and request a guide who regularly guides in yours, for example Japanese, Korean or Russian.
  • Agree the rate in writing by message: per day or per hour, and whether it includes the car, fuel, entrance tickets and lunch.
  • Be wary of packages led by foreign nationals, however professional they look. The legal risk sits with the guide, but your tour can stop halfway.

Other rules in the same circular, from modest dress at temples to the single-use plastic ban, are summarised in rules for tourists in Bali 2026 and on the Bali rules page.

FAQ

Does the guide rule apply to domestic tourists?

No. SE 7/2025 is addressed to foreign tourists. Indonesian visitors follow each attraction's own rules.

Is the proposed "local guide required" rule after assaults on tourists in force?

Not as a separate regulation. detikBali (January 2025) reported that the Bali Tourism Office urged visitors to use local guides after two sexual assault cases against tourists and mentioned coordinating with Buleleng Regency to draft a rule. As of the check date we found no published regulation.

Where can I report an illegal guide or a tourist violation?

The Bali provincial government announced a WhatsApp complaints line, 081-287-590-999, when it launched SE 7/2025. Suspected foreigners working without a permit can also be reported to the nearest immigration office.

For big temples or treks, a day with a licensed guide often pays for itself in things that are hard to find out alone: when a ceremony is on, which areas are closed to visitors, and which path is safe after rain.
