Benel Dam, Jembrana: Entry, Route and What People Get Wrong

Benel Dam in Manistutu village, Melaya district, Jembrana, has no entry ticket; the only charge you are likely to meet is parking. The reservoir sits about 10-13 km from central Negara, roughly 20-30 minutes by road through village lanes and rice fields. Details below were checked in September 2026 against the Jembrana regency tourism site, RRI and an October 2025 post by the Bali-Penida river basin agency (BWS).

What visitors often get wrong

  • It is not a managed tourist park. Benel is state-owned irrigation infrastructure. The Manistutu tourism group asked the Bali provincial council in 2020 to let it manage visits, but asset ownership rules got in the way. The result: no ticket booth, very little signage, and facilities limited to a food stall and simple gazebos.
  • The water feeds rice fields and taps. The roughly 2.5 million m³ reservoir irrigates 10 subak in Melaya and Negara, and since 2022 it has supplied 64 litres per second of raw water to the treatment plant in Berangbang. Do not swim, wash or leave rubbish.
  • Late dry season means low water. Bali Post has reported Benel's volume shrinking in October as water keeps flowing to the fields. In September-October expect wider exposed banks. It looks fullest after the rainy season.
  • "Open 24 hours" does not mean pleasant at night. There is no gate, but there is no proper lighting either. Come in the morning or late afternoon, before dark.
  • Plenty of locals come to fish. If you want total silence, weekend afternoons can be busier than you expect.

Getting there and what to bring

  • Location: View on Google Maps. From the Denpasar-Gilimanuk main road, turn north around Berangbang or Tukadaya (between Negara and Melaya), then follow village roads to the foot of Pegubugan hill. The road winds and narrows in places, so a scooter is easier than a large car.
  • Cost: no entry ticket; keep small cash for parking.
  • Bring: water, a hat and your own rubbish bag. The stall is not open every day.
  • Time needed: 30-60 minutes is enough to walk the embankment and sit in a gazebo.

Combine it with other Melaya stops

Benel works best as a stop on the way, not a full-day destination. In one loop you can continue to Palasari Church and Palasari Dam, which has better-organised facilities, then drop down to Candikusuma Beach for sunset. If you only have time for one reservoir, Palasari is easier with a family; Benel suits people who want quiet and do not mind bare-bones facilities.
