Caught by an ETLE Traffic Camera on a Rental in Bali: Who Pays?

Legally, an ETLE camera ticket goes to the registered owner of the vehicle, which is the rental company, not to you as the renter. In practice the rental company passes the fine on to the renter through the deposit or the contract, sometimes weeks after you return the scooter or car.

The timing matters: ANTARA Bali (26 October 2026) reported that Operasi Patuh Agung 2026, a traffic compliance operation, runs from 26 October to 8 November 2026 with 1,055 officers, and that ETLE enforcement in Bali rose about 28 percent in January-September 2026 compared with the same period of 2025. Canggu and Sanur were singled out for traffic violations by foreigners. Information checked on 26 October 2026.

How ETLE works

  • Fixed cameras at intersections, or mobile ETLE cameras on patrol vehicles, record the plate and the violation. Since June 2026 Bali police have described fixed and mobile ETLE as their main enforcement tool (ANTARA Bali, 5 June 2026).
  • The plate is matched to the vehicle registration. A confirmation letter is posted to the owner's address on the STNK registration, on official letterhead with photo evidence, according to Bali police speaking to NusaBali (23 September 2023).
  • The owner must confirm within 8 days, including who was driving (Kompas TV, 5 September 2025). National confirmation is done through the Korlantas portal konfirmasi-etle.polri.go.id.
  • If it is not confirmed or paid, the STNK is temporarily blocked, and the owner cannot pay vehicle tax until the fine is settled (detikBali, 22 November 2022).

Who ends up paying?

Bali's traffic police have been clear since 2022: a rented vehicle remains the owner's responsibility. "The owner has no choice but to pay," the Bali police spokesperson at the time told detikBali, if the renter has already left. Police advised rental businesses to check ETLE status every time a vehicle is returned so they can ask the renter to pay on the spot.

So your liability is contractual, with the rental company, not directly with the police. The contract and the deposit decide it. Many scooter rentals in Bali hold a deposit or a passport partly for this reason.

Steps before and after renting

  • Before signing: ask about the ETLE fine clause. How long after the rental can they still charge you, and is there an extra admin fee? Get the answer in writing on WhatsApp.
  • Photograph the plate and the STNK at handover, with date and time. This proves the period you used the vehicle.
  • Avoid what cameras catch most: helmets for rider and passenger, seatbelts, no phone in hand, stopping behind the line at red lights, no riding against traffic. Helmet rules are in our helmet article, and licence rules in our international driving permit article.
  • When returning: ask the rental to check ETLE status in front of you before the deposit is refunded. Violations can take a few days to appear, so ask how they will bill you if a letter arrives later.
  • If billed after you fly home: ask for a photo of the official confirmation letter showing the violation photo, time and location. Match it with your rental dates. Pay the amount on the official billing code (BRIVA), not a round number without proof.

Watch out for fake tickets

Bali police have warned about fake "electronic tickets" sent by WhatsApp as a file or app that leads victims to transfer money (NusaBali, 23 September 2023). Genuine ETLE letters arrive by post to the vehicle owner. If a WhatsApp message in the police's name asks you to open a file, ignore it and ask the rental company.

Where are the ETLE cameras in Bali?

No complete up-to-date list has been published. The latest public data that can be checked (Tribun Bali, November 2022, and a 2023 Korlantas release) mentions about 18 fixed cameras, concentrated in Denpasar and Badung, plus three points on the Denpasar-Gilimanuk road in Badung according to NusaBali (26 November 2022). Korlantas aims for 5,000 ETLE cameras across Indonesia by the end of 2026 (IDX Channel), so assume a camera can be anywhere, especially on main roads in Kuta, Canggu, Sanur and Denpasar.

FAQ

Can I be stopped at the airport for an unpaid ETLE ticket? There is no such mechanism for ETLE. The sanction is a block on the vehicle's STNK, which falls on the owner. Your exposure is the deposit and any claim from the rental company.

What if the rental charges me for a violation outside my rental period? Show your handover photos and rental dates. The ETLE letter states the time of the violation, so ask for a copy before paying.

Does this apply to a car with a driver? Violations while the driver is at the wheel are a matter for the driver and the vehicle owner, not the passenger. Make sure this is written down if you book through an agent.
