Can You Bring CBD, Medical Cannabis or Kratom to Bali?

The short answer: CBD and medical cannabis cannot be brought into Bali in any form, even if they are legal and prescribed in your home country. Kratom is not classified as a narcotic, but its status is grey and it has no marketing authorisation. The rules below were checked in September 2026 against the Narcotics Law, the Health Ministry's narcotics classification and related regulations.

Why is CBD banned too?

Law 35/2009 on Narcotics and its latest classification annex (Health Minister Regulation 7/2025, amended again by Regulation 15/2025) place the cannabis plant in narcotics Class I: all plants of the genus Cannabis and every part of them, including seeds, fruit, straw and processed products such as cannabis resin and hashish. Tetrahydrocannabinol (THC) is also listed in Class I.

The law does not distinguish products by THC content. We found no official exemption for CBD "isolate" or "0% THC" products. Class I narcotics are banned from medical use, so a doctor's letter or foreign prescription does not change their legal status. The Constitutional Court also rejected a judicial review on medical cannabis in July 2022 (Decision 106/PUU-XVIII/2020).

Before you leave: things people wrongly assume are safe

  • CBD oil and tinctures. Derived from the cannabis plant. Do not bring them.
  • CBD or hemp gummies, chocolate or tea. Food form does not change the status, and sweets packaging tends to get opened more often.
  • Balms, muscle creams and cosmetics with "hemp" or "cannabis sativa seed oil". Because seeds and processed cannabis products are listed, we cannot tell you these are safe. Leaving them at home is the safe choice.
  • Prescribed medical cannabis. There is no import permit for patients. A prescription does not protect you.
  • THC vape pens and cartridges, including "Delta-8". Cannabis products, treated as cannabis.
  • Vapes containing etomidate. Since December 2025 etomidate has been a Class II narcotic under Regulation 15/2025, so users can be charged under the Narcotics Law too.
  • Amphetamine-based ADHD medication and some sleeping pills or sedatives. Amphetamine is a Class I narcotic; other psychotropic and narcotic medicines need specific paperwork. Details are in bringing prescription medication to Bali.
  • Leftovers in an old bag. One forgotten gummy or cartridge in a side pocket is still evidence. Check every pocket before you pack.

What is the status of kratom?

As of September 2026, the Health Minister has not added kratom (Mitragyna speciosa) to the narcotics list. The government actually regulates exports of the leaf through Trade Regulations 20/2024 and 21/2024, and the Trade Ministry is still setting kratom export quotas for 2026. On the other hand, BPOM (the food and drug agency) bans kratom in traditional medicine and health supplements, and government bodies (including BNN and BRIN) still disagree on its final status.

We found no rule that explicitly covers tourists bringing kratom for personal use. That means unclear, not "definitely fine". Kratom capsules and extracts without BPOM authorisation can be held by officers, and the legal status may change. Also check the rules of your home and transit countries before flying home with kratom bought in Indonesia.

How heavy are the penalties?

Since 2 January 2026 the new Criminal Code (Law 1/2023) and Law 1/2026 on Criminal Penalty Adjustment have been in force. Some Narcotics Law articles moved into the Criminal Code (Articles 609 and 610), and the Adjustment Law removed special minimum sentences. The maximums remain severe:

  • Possessing or storing Class I narcotics in plant form (Article 111, Narcotics Law): up to 12 years in prison.
  • Importing or distributing Class I narcotics (Article 610, Criminal Code): up to 15 years.
  • Over 1 kg or more than 5 plants, or over 5 grams in non-plant form: death penalty, life imprisonment, or up to 20 years.
  • Personal use (Article 127, Narcotics Law): up to 4 years for Class I, with rehabilitation possible at the discretion of law enforcement and the judge.

Convicted foreigners also face deportation and an entry ban after serving their sentence. Which article applies, including whether CBD in a suitcase counts as "import", is decided by investigators and judges case by case. That is why we cannot give an exact figure for one bottle of CBD oil, and nobody can guarantee one for you.

If in doubt, what should you do?

  • Leave it at home. It is the only risk-free option for CBD, hemp, THC and kratom products.
  • Do not buy "CBD" in Bali. Offers on the street or by text message are still narcotics in the eyes of the law, and foreign tourists have been arrested in exactly this kind of operation.
  • For prescription medication, carry it in original packaging with the prescription and an English doctor's letter, and check its classification first.
  • Declare honestly in the customs section of the All Indonesia arrival card if you carry large quantities of medication.

Other obligations and prohibitions for visitors, from temple dress to sanctions, are in rules for tourists in Bali 2026. On narcotics the principle is simple: if you have to ask whether a product is legal in Indonesia, assume it is not and leave it at home.
