What Is the Drinking Age and Club Entry Age in Bali?

The minimum age to buy and be served alcohol in Bali is 21, and you have to show ID. Club and beach club entry ages are a separate matter set by each venue, ranging from 16+ to 21+. The rules and venue policies below were checked in September 2026.

What is the legal basis for 21?

Article 15 of Trade Minister Regulation No. 20/M-DAG/PER/4/2014 on the control and supervision of alcoholic beverages: alcohol may only be sold to consumers aged 21 or older who show an identity card to the staff. The regulation has been amended six times, most recently by Regulation 25/2019. The Trade Ministry's legal database lists its status as "in force", noting that some import provisions were revoked by Regulation 20/2021.

The key point: the obligation sits with the seller. Sanctions for businesses are administrative, from written warnings to licence revocation. That is why large venues check ID closely; it is their alcohol licence on the line.

Can an 18 to 20 year old tourist be prosecuted for drinking?

The Trade Ministry regulation carries no criminal penalty for the drinker. However, the new Criminal Code (Law 1/2023), in force since 2 January 2026, includes Article 424: selling or giving intoxicating drinks to a child carries up to 2 years in prison or a category II fine, and selling to someone already drunk carries up to 1 year. So an adult buying beer for an underage sibling or friend takes on legal risk too. What young tourists usually face is simpler: refused at the door, not served at the bar, or asked to leave.

What is the entry age for clubs and beach clubs?

There is no single number. Two venues with written policies on their official sites:

  • Savaya (Uluwatu): its official FAQ states a strictly enforced 21+ policy, with valid ID required on entry.
  • FINNS Beach Club (Canggu): its terms and conditions say the venue has been strictly 16+ since 1 May 2025 (under-16s refused even if accompanied), alcohol is not served to guests under 21, and shisha is 21+ only.

Some bars change the limit after a certain hour; The Iron Fairies in Seminyak, for example, becomes 21+ after 10pm, as noted in our review of that venue. Before you go, read the FAQ or booking terms of the venue you plan to visit. Busy hours and dress codes by area are in our Bali nightlife guide.

Which ID is accepted? Original passport, photocopy, or a photo on your phone?

  • Savaya: a valid photo passport or driver's licence.
  • FINNS: original physical ID (government ID card, driver's licence or passport). Digital copies are explicitly not accepted.
  • Other venues: we found no uniform written rule. Some doors accept a passport photo on your phone, some do not. Do not count on it.

A sensible compromise: carry a photo driver's licence or national ID card from home for nights out and leave the passport in the room safe. If a passport is all you have and the venue wants the original, bring it and keep it in a closed bag.

Can I buy beer at a minimarket?

Nationally, Trade Regulation 6/2015 bans minimarkets from selling category A alcohol (which includes beer). In Bali, the central and regency governments allowed exceptions for certain tourist locations; Badung, for example, regulates this through Regent Regulation 38/2015. As a result, beer availability in minimarkets varies from store to store. Wherever you buy, the 21 age limit still applies and the cashier can ask for ID.

What about arak?

Balinese arak is legal when labelled and licensed, but unlabelled bootleg arak has caused methanol poisoning. How to tell the difference is covered in Balinese arak for travellers. The 21 age limit applies to arak as well.

What should families with teenagers do?

  • Pick daytime venues that admit minors and check the age limit before booking a daybed; FINNS, for instance, turns away anyone under 16.
  • Teens aged 16 to 20 at a 16+ venue still will not be served alcohol, so set expectations early.
  • Do not buy drinks for them; Article 424 of the Criminal Code applies to the giver.

One last tip for the evening: if you drink, get home by ride-hailing car or a hotel driver. Rental scooters, dark roads and alcohol are the combination that most often ends in the emergency room.
